Abstract
This study aims to analyze the role of social capital in the development and sustainability of the Child Welfare Savings and Loan Association (ASKA) program initiated by Wahana Visi Indonesia (WVI) in Tanah Kali Kedinding Village, Kenjeran, Surabaya. Using a qualitative approach with a case study design, data were collected through semi-structured interviews, non-participant observation, and document studies. Research subjects included ASKA management, active members, WVI facilitators, and village representatives. Data analysis was conducted using qualitative analysis techniques, with Robert D. Putnam's Social Capital Theory as the primary analytical lens. The results indicate that the three components of social capital—social networks, social norms, and trust—play a synergistic role in supporting the program's success. Existing social networks were utilized for member recruitment and expanded through collaboration with the village office and WVI. Social norms, such as deliberation, solidarity, and discipline, were built through collective agreements, creating participatory governance. Trust was formed vertically (members towards management), horizontally (among members), and institutionally (towards WVI), based on transparency, flexibility, and a good track record. This social capital forms the foundation that transforms ASKA from a mere savings and loan group into an independent, solid, and sustainable community, directly contributing to improving children's welfare through family economic empowerment.
