Abstract
The implementation of the Four Principles of Land Order in the Systematic First Time Land Registration Program in Malang Regency still faces practical challenges. The discussion of this research focuses on the application of the Four Principles of Land Order in Systematic First Time Land Registration Program and the measures taken by the Malang Regency Land Office to address existing obstacles. This research applies an empirical juridical method with a qualitative approach through document analysis and interviews. The results indicate that legal order, administrative order, land use order, and land maintenance order have not been optimally implemented. The main issues include inconsistencies between physical and juridical data, unclear land boundaries, variations in village level fees, and limited public understanding. Improved coordination, enhanced public outreach, and better land administration are required to ensure that Systematic First Time Land Registration Program effectively provides legal certainty.
