Abstract

Restorative Justice is an approach to resolving criminal cases that emphasizes victim recovery, perpetrator accountability, and balancing the interests of the parties, in accordance with the Indonesian Attorney General's Regulation Number 15 of 2020, which is implemented by the prosecutor's office at the prosecution stage. This study aims to analyze the implementation mechanism and assess the effectiveness of Restorative Justice at the Batu District Attorney's Office using empirical legal research methods through interviews, documentation, and literature studies. The results of the study indicate that the implementation mechanism is in accordance with the provisions of the Attorney General's Regulation and is applied to cases that meet normative requirements. However, the effectiveness of its implementation is not fully optimal because some cases are not successfully resolved due to normative considerations and selective internal policies. Thus, Restorative Justice functions as an alternative mechanism for resolving criminal cases at the prosecution stage, but its implementation still needs to be improved to be more effective.
