Abstract

This thesis examines Georgia's interest in supporting UN resolutions in the Russia-Ukraine conflict in relation to the increase in trade with Russia during the 2022-2024 period and the normalization of flights from Georgia to Moscow on May 20, 2023. The study aims to explain the internal political factors that influence Georgia's neutrality policy in facing the Russia-Ukraine conflict and to clarify the interaction between these internal political factors. This research itself uses a descriptive method based on Graham T. Allison's Governmental Politics theory to answer how Georgia's interests encourage the condemnation of Russia in the UN resolution. The research results show that Georgia, as a country aspiring to democracy and with a history of conflict with Russia, must balance relations with major regional actors, namely Europe and Russia, where Georgia adopts a firm diplomatic stance toward Russia while deepening economic relations. Meanwhile, Georgia's relationship with Europe is closer and not the opposite of its relationship with Russia, although there are frictions due to this balancing act with Russia.
