Abstract
Green Open Space (RTH) plays an important role in maintaining environmental balance in urban areas, improving community quality of life, and supporting sustainable development. According to Law Number 26 of 2007 on Spatial Planning, every city is required to provide at least 30% of its total area as Green Open Space. However, the availability of Green Open Space in Batu City has only reached approximately 21%. This condition is influenced by land-use conversion, rapid development of residential and tourism areas, and limited land availability. Therefore, an active role of the local government through effective policies is required to increase Green Open Space.
This study employs a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation involving informants from the Environmental Agency of Batu City. The analysis applies George C. Edwards III’s policy implementation theory, which includes the aspects of communication, resources, disposition, and bureaucratic structure. The results indicate that policies to increase Green Open Space have been implemented through the management of city parks and the enforcement of Green Open Space provision obligations for developers. However, the implementation has not been optimal due to limited land availability, limited resources, and low participation from the community and the private sector, particularly in the provision of private Green Open Space.
The conclusion of this study shows that the implementation of policies by the Environmental Agency of Batu City in increasing Green Open Space has performed relatively well in the public Green Open Space sector, but has not yet achieved the 30% target as mandated by existing regulations. Therefore, strengthening cross-sectoral coordination, improving spatial planning supervision, and increasing community and private sector participation are necessary to support the sustainable development of Green Open Space in Batu City.
