KINERJA DINAS PERHUBUNGAN DALAM PENGELOLAAN TRANSPORTASI ANGKUTAN UMUM KOTA MALANG (STUDI PADA DINAS PERHUBUNGAN KOTA MALANG)

Malang is one of the major cities in East Java Province that plays a central role as a center of education, trade, and tourism. Rapid regional development has led to increased population mobility, both among locals and migrants, making the need for effective and efficient public transportation increasingly crucial. Therefore, the Malang City Transportation Agency has a major responsibility in managing the transportation system, especially public transportation, in order to provide safe, orderly, comfortable, and affordable services to the community. Despite these efforts, the use of public transportation has declined significantly in recent years. Many people now choose to use private vehicles and online transportation services, as they are considered faster and more practical. This shift has led to a decline in the number of passengers, an increase in the number of public transportation vehicles that are unroadworthy, and a decline in drivers' income. In addition, various problems still occur in the field, including route violations, bad driver behavior, and limited transportation facilities and infrastructure.
This study aims to analyze the performance of the Malang City Transportation Agency in managing public transportation, as well as to identify factors that hinder its implementation. This study uses a qualitative approach with descriptive methods, where data is collected through in-depth interviews, field observations, and documentation studies of official documents and regional transportation policies.
The results show that the Transportation Agency has implemented various programs such as route planning and evaluation, fuel subsidies, vehicle feasibility supervision, and a plan to implement the Buy The Service (BTS) program. However, there are still obstacles such as a lack of public interest in public transportation, limited infrastructure facilities, and weak coordination between relevant agencies. Therefore, efforts to improve performance are needed through fleet revitalization, optimization of supervision, and innovation in public transportation policies in order to create a modern, efficient, and sustainable public transportation system in Malang City.
