Abstract

Violent motor vehicle theft is a crime that causes public unrest because it not only causes material losses but also threatens the safety of victims. Therefore, the role of the police is very important in overcoming this crime. This study aims to determine the role of the police, especially the Surabaya City Police, in overcoming the crime of violent motor vehicle theft and the obstacles faced in its implementation. The research method used is a sociological juridical approach with a legislative approach and a case approach. Data were obtained through literature study and field studies through observation and interviews, which were then analyzed qualitatively. This research still refers to the old Criminal Code and Criminal Procedure Code, because at the time the research was conducted, the new laws and regulations had not yet been effectively implemented. The research results show that the role of the Police in tackling violent motor vehicle theft is carried out through preventive and repressive efforts. Preventive efforts include routine patrols, legal counseling, and increased surveillance in crime-prone areas, while repressive efforts are carried out through investigations, inquiries, arrests, and law enforcement against perpetrators in accordance with statutory provisions. The obstacles faced include limited facilities and infrastructure, minimal witness testimony, and a lack of CCTV facilities to support law enforcement efforts. Therefore, increased synergy is needed between the Police and the community to create more optimal security and order.
