Abstract
This study aims to examine the effect of organizational culture and transformational leadership on organizational commitment, with perceived organizational support as a mediating variable among civil servants at BKPSDM and BKAD of Malang City Government. This study employed a total sampling technique involving 102 employees. Data were collected through questionnaires distributed to respondents. Data analysis was conducted using Structural Equation Modeling (SEM) operated through the Partial Least Squares (PLS) program. The results show that organizational culture has a positive and significant effect on organizational commitment. Transformational leadership has a positive and significant effect on organizational commitment. Organizational culture has a positive but not significant effect on perceived organizational support. Transformational leadership has a positive and significant effect on perceived organizational support. Perceived organizational support has a negative and not significant effect on organizational commitment. Furthermore, perceived organizational support does not mediate the effect of organizational culture on organizational commitment and does not mediate the effect of transformational leadership on organizational commitment.
