Abstract
Illegal, Unreported, and Unregulated (IUU) Fishing remains a serious threat to Indonesia,particularly in the border areas of the Sulawesi Sea. Although Indonesia and the Philippines previously established cooperation to combat illegal fishing through the 2006 MoU, which ended in 2011, illegal fishing activities by Philippines fishers have continued and even increased in 2017. This Study aims to analysis the factors that cause Philippines fishers to persist in conducting illegal fishing activities after the termination of the cooperation agreement. this research employs an explanatory research design, as it seeks to explain the causal behind the phenomenon. the finding reveal that the primary push factors in the Philippines include structural poverty, declining fish stocks, ecological crises,and limited employment opportunities. Meanwhile, the pull factors from Indonesia consist of abundant fish resources, weak maritime and border surveillance, and the ineffective implementation of the MoU. This study concludes that addressing IUU Fishing requires a comprehensive approach that integrates strengthened maritime surveillance, enhanced maritime diplomacy, and improved welfare for coastal communities in both countries
