Abstract

Road infrastructure development plays a crucial role in supporting mobility, goods distribution, and regional economic growth, particularly in rural areas dominated by plantation- based activities. Kumain Village, located in Tandun District, Rokan Hulu Regency, has significant economic potential from the palm oil plantation sector. However, the existing condition of the Kumain–Tandun access road does not meet technical standards or minimum service levels. The road is predominantly unpaved and muddy, especially during the rainy season, resulting in disrupted agricultural product distribution, increased vehicle operating costs, and reduced community accessibility.
This study aims to develop a technical planning design for the Kumain–Tandun Access Road, including geometric road design, flexible pavement design, road drainage system planning, and cost estimation (Engineer’s Cost Estimate). The planning process is conducted in accordance with standards and technical guidelines issued by Bina Marga and PUPR. The information utilized in this study consists of the average daily traffic volume (ADT), characteristics of the subsurface soil (CBR), topographical data, and hydrological and climatological information.
