KONSEKUENSI HUKUM PENGGUNAAN PERMEN SEBAGAI ALAT TUKAR MENGGANTI UANG TUNAI DALAM PERSPEKTIF UNDANG-UNDANG NOMOR 7 TAHUN 2011 TENTANG MATA UANG

The practice of giving candy as change violates consumer rights and undermines the Rupiah’s status as legal tender. This study analyzes legal protection for consumers and its implications under Law No. 7 of 2011 on Currency and Law No. 8 of 1999 on Consumer Protection. Using a normative juridical method with statutory and conceptual approaches, the research finds that this practice breaches legal certainty, fairness, and comfort in transactions. It contradicts legal provisions mandating the use of the Rupiah as the only lawful means of payment. In conclusion, substituting money with candy is a legal violation reflecting low public awareness; thus, stronger law enforcement and legal education are needed to protect consumers and uphold the sovereignty of the Rupiah.
