PENANGGULANGAN AKSI PREMANISME YANG TERJADI DI WILAYAH KOTA MALANG (Studi Di Polresta Malang Kota)

Thuggery is a form of street crime that still frequently occurs and causes
unrest among the people of Malang City. Thuggery acts such as assault, assault,
and extortion not only disrupt security in the community but also impact social
order. This study aims to determine the efforts to overcome thuggery by the
Malang City Police and the obstacles faced in the process. This study uses an
empirical legal research method where data is obtained through interviews with
the Mobile Investigation Unit (Resmob) of the Malang City Police as well as
documentation and data on thuggery case reports from 2022 to 2025. The results
show that the Malang City Police take two main approaches in overcoming
thuggery: through non-penal means and penal means. The obstacles faced by the
Malang City Police include the perpetrators' lack of cooperation, protection of
perpetrators by certain community groups or organizations. Low legal awareness
and the public's fear of reporting also slow down the handling. Therefore,
successful anti-thuggery efforts require collaboration between the police, local
governments, and the community.
