Abstract

This study aims to analyze the roles of SMP Negeri 1 Purwosari School and the Pasuruan Police in addressing the use of motorcycles by minors without a Driver’s License (SIM), as well as its relation to Law No. 22 of 2009 on Traffic and Road Transport. The use of motorcycles by minors without a SIM is a problem that can jeopardize safety and violate traffic regulations as stipulated in Law No. 22 of 2009, particularly regarding the requirement for a SIM for vehicle drivers. This study analyzes the efforts made by the school, such as vehicle access restrictions, student socialization, and collaboration with the Pasuruan Police to address this violation. Additionally, the role of the Pasuruan Police in monitoring and enforcing the law regarding violations committed by minors is analyzed, referring to the relevant articles in Law No. 22 of 2009 that impose sanctions on drivers without a SIM. The research uses a qualitative method with a case study approach at SMP Negeri 1 Purwosari, including interviews with school staff and police officers. The results show that while several preventive and repressive efforts have been made, closer collaboration between the school, police, and parents is still needed to effectively address this issue. Closer cooperation and stricter supervision, while considering the provisions in Law No. 22 of 2009, are expected to reduce traffic violations and improve road safety among adolescents.
