Abstract
This research analyzes and explores water governance from perspective of governance and local wisdom with reference to Batu City Regulation Number 7 of 2022 about the Spatial Plan (RTRW) for 2022-2024. Batu City is known as an area with substantial water resource potential and plays a role as a protected water source area, making water resource governance an important part of supporting sustainable regional development. This research aims to examine the values of local government in the implementation of water resource governance.
The research method used was a descriptive qualitative approach with data collection techniques through interviews, observation, and data analysis. Data analysis in this study was carried out through the stages of data reduction, narrative and systematic data presentation, and verification using source triangulation to improve the validity of the findings in the research.
The results of the research show that the water governance model integrates local wisdom that supports sustainable water governance while being in harmony with the social and cultural values of the people of Batu City. This local wisdom includes traditional values, cultural practices, and governance mechanisms that play an important role in preserving water sustainability. Batu City itself has a local wisdom practice called “Susuk Wangan” in water governance. Water governance based on local wisdom plays a role in maintaining the sustainability of water resources though conservation practices, water resource utilization, water damage control, and irrigation network governance. However, sustainable water governance requires the involvement of stakeholders, including the government, society, and private or what is commonly referred to as triangle governance.
