Abstract
Cilacap Regency is located in southern Java and faces the megathrust subduction zone in southern Java. The potential for megathrust earthquakes in Cilacap Regency occurs in 55 villages spread across 10 subdistricts. Therefore, a communication strategy is needed. As the agency authorized and responsible for disaster management activities in Cilacap Regency, the Cilacap Regency Disaster Management Agency (BPBD) must have effective communication measures and strategies. The purpose of this study is to describe the communication strategies of the Cilacap Regency BPBD in mitigating the threat of megathrust earthquakes in Cilacap Regency and the factors that hinder the implementation of communication strategies. This research uses a descriptive qualitative research method. The results of this study show that the communication strategy implemented by the Cilacap District Disaster Management Agency (BPBD) in disaster mitigation is, first, to determine the steps in developing a communication strategy by getting to know the public, compiling messages, determining the method of delivering messages, and determining the media for the messages. Second, in organizing the communication strategy plan, the Cilacap District BPBD carries out disaster mitigation by collaborating with communities that are members of Destana and FPRB. Third, implementing the strategy through socialization and megathrust earthquake simulations, as well as empowering the community through Destana and FPRB. Factors hindering the implementation of the communication strategy include the Destana forum not yet reaching all villages and subdistricts, the facilities and infrastructure of the Cilacap Regency Disaster Management Agency (BPBD), and fatalistic views among the community.
