PERAN DINAS KEBUDAYAAN KEPEMUDAAN DAN OLAHRAGA SERTA PARIWISATA DALAM PEMBERDAYAAN GENERASI MUDA MELALUI PROGRAM PEMBINAAN ATLET SEPAK BOLA USIA DINI KOTA SURABAYA

This study aims to determine the role of the Surabaya City Department of Culture, Youth, Sports, and Tourism in the implementation of Early Childhood Football Athlete Development in Surabaya City through observation, interviews, and documentation. The results of this study are that the role of the Surabaya City Department of Culture, Youth, Sports, and Tourism is divided into three, namely the role of Facilitator, Regulator, and Catalyst, all three of which play a very important role in the implementation of the early childhood football athlete development program in Surabaya City.
This research is expected to provide insight into the development of government science, particularly in the field of Youth and Sports, in the implementation of Early Childhood Soccer Athlete Development in Surabaya. This research can also provide input for the government implementing the Early Childhood Soccer Athlete Development program in Surabaya, and can serve as evaluation material for increasing sports competitiveness in other fields, especially in the sports sector.
The conclusion of this study is that the Empowerment of the young generation through the Surabaya City Early Age Football Athlete Development Program in the form of a competition involving 23 Surabaya City football athletes in the 2023 East Java Provincial Games VIII, the Organization of the U-15 Inter-District Football Competition in Surabaya City, the Provision of training facilities such as at the Gelora 10 November Stadium and the Gelora Bung Tomo Stadium.
