Abstract

Law enforcement against children who commit criminal acts must be based on the principles of child protection and restorative justice, as stipulated in Law Number 11 of 2012 concerning the Juvenile Criminal Justice System. This study aims to analyze the process of law enforcement against juvenile perpetrators of minor assault at the Malang City Resort Police (Polresta Malang Kota) and to identify the obstacles encountered during its implementation. This research employs a sociological juridical method, with data obtained through interviews and observations conducted at the Women and Children Protection Unit (Unit PPA) of the Malang City Resort Police, and supported by secondary legal materials such as legislation, literature, and academic journals. The results show that the law enforcement process against juvenile perpetrators of minor assault at the Malang City Resort Police has been carried out in accordance with applicable legal provisions by implementing the principle of restorative justice. The stages of handling include reporting, investigation, inquiry, and diversion efforts as forms of settlement outside the formal judicial process. However, several technical obstacles remain, such as the limited availability of child-friendly examination facilities and the need to improve the competence of juvenile investigators to optimize the implementation of restorative justice
