Abstract
This study examines the urgency of implementing Diversion as mandated by the Child Protection Act (UU SPPA) in handling physical violence by children, with a primary focus on rehabilitation and recovery as reflected in Case D, considering that the failure of the Diversion process can have a negative impact on children and create a dilemma for law enforcement. Using qualitative research methods with observation and interview data collection techniques, this study analyzes the process and obstacles of Diversion at the Batu Police. The results indicate that the Diversion process in Case D was carried out through systematic stages oriented towards relationship restoration according to Howard Zehr's theory. However, this process was hampered by internal obstacles such as investigators' workload and limited infrastructure, as well as external obstacles in the form of unrealistic demands that ignore the principles of restorative justice. To ensure the effectiveness of Diversion, it is recommended that internal strengthening through the provision of child-friendly spaces and external intervention in the form of massive socialization to shift the public paradigm from imprisonment to true recovery as implemented in the resolution of Case D
