Abstract
Violence carried out collectively between martial arts organizations is one form of public security and order disturbance that still frequently occurs in the jurisdiction of the Surabaya Metropolitan Police. This phenomenon not only causes physical and material losses but also affects the community's sense of safety and the cultural image of pencak silat as a national heritage. This study aims to analyze the law enforcement of the Surabaya Metropolitan Police in handling criminal acts of violence between martial arts schools, as well as the obstacles faced, using empirical legal research methods and a sociological approach. The results of the study show that law enforcement is carried out both repressively (arrest, detention, investigation up to P21) and preventively (gathering forums, cyber patrols, coaching). The reception of reports on violent criminal acts does not always follow formal procedures, as some cases are actually uncovered through routine patrols by the Samapta Unit and Motorized Patrol teams who encounter convoy activities or violence on the highways. However, obstacles arise because the social forum only reaches the elite of the schools, and the limited CCTV coverage can only be partially remedied with other forms of evidence. Therefore, it is necessary to strengthen preventive efforts by expanding the forum to the grassroots level, enhancing cyber patrol capabilities, providing continuous education, reinforcing the cultural values of pencak silat, encouraging community participation in violence prevention, and cooperating on the installation of advanced CCTV to improve monitoring and reduce the potential for conflict that leads to violence.
