Abstract
This study aims to analyze the innovation of the Early Warning System (EWS) implemented by the Malang Regency Disaster Management Agency (BPBD) to minimize the risk of volcanic disasters. The research employs a descriptive qualitative approach, collecting data through field observations, in-depth interviews with BPBD officials, village apparatus, and members of disaster-resilient groups (KSB/Destana), as well as document analysis. Data were analyzed through reduction, presentation, and conclusion drawing. The findings reveal that EWS innovation consists of two main dimensions: technological instrumentation (sirens, IoT-based sensors, radio communication, and digital applications) and community participation in preparedness systems. These innovations have accelerated the detection and dissemination of disaster information, yet several obstacles remain, including limited human and financial resources, weak communication infrastructure in mountainous areas, and low public awareness of disaster risks. Based on Everett Rogers’ Diffusion of Innovation theory, the adoption rate of this system remains moderate due to limited social compatibility and insufficient inter-agency communication. This study recommends strengthening institutional capacity, expanding community-based disaster education, and increasing budget allocation to ensure the sustainability of the system. These efforts are expected to enhance the EWS’s effectiveness as an adaptive and inclusive disaster mitigation instrument
