Abstract

Law enforcement in cases of child sexual exploitation at Warung Kopi Cetol, Gondanglegi, demonstrates challenges in child protection despite the existence of legal regulations. The purpose of this paper is to examine the effectiveness of law enforcement and identify the obstacles encountered in handling the case. By employing an empirical legal research method and a juridical-sociological approach, field data were qualitatively analyzed to understand the interaction between legal rules and social realities. The findings indicate that law enforcement has been effective in terms of legal structure and substance, as evidenced by the determination of six suspects and the application of relevant laws. However, the case faces significant obstacles from the aspect of legal culture due to low public awareness and societal views that perceive child labor as normal. In conclusion, although law enforcement officers have shown a good response, overall legal effectiveness has not been achieved due to weak public understanding and support. Therefore, a shift from a reactive to a proactive approach is necessary, including strengthened supervision and community education.
