ANALISIS YURIDIS PELAKSANAAN TANGGUNG JAWAB SOSIAL (CORPORATE SOCIAL RESPONSIBILITY) PT SEMEN INDONESIA DI KABUPATEN TUBAN

This study examines the implementation of Corporate Social Responsibility (CSR) by PT Semen Indonesia in Tuban Regency, focusing on the alignment of the company’s CSR practices with the applicable legal provisions, including the Indonesian Company Law and Government Regulations on environmental management. PT Semen Indonesia’s CSR programs encompass community economic empowerment, capacity building through training, support for village infrastructure, and social-cultural activities that promote local value preservation. However, its implementation faces several challenges, including communication issues, uneven community involvement, and limited local human resources. This research uses a qualitative method with interviews and literature review to analyze the effectiveness of CSR, the obstacles encountered, and proposed solutions. The findings indicate that while PT Semen Indonesia has met most of its legal obligations, there are gaps in transparency, equitable benefit distribution, and environmental impact management that need improvement. The study also highlights the importance of better collaboration between the company, government, and community in designing and implementing CSR programs, as well as strengthening the reporting system to ensure greater public transparency. The conclusions of this research offer recommendations for improving CSR policies, including increasing community participation, enhancing transparency mechanisms, and more effective environmental impact mitigation to support social and environmental sustainability in PT Semen Indonesia’s operational areas.
