Abstract

This study examines the South Korean Government's strategy in attracting foreign investment to support the achievement of carbon emission targets, focusing on the 2020–2025 period since the launch of the Korean Green New Deal. The background of the study is based on South Korea's high emissions and dependence on fossil fuels, despite the country's commitment to reducing emissions by 40% by 2030 and achieving carbon neutrality by 2050. The study uses a descriptive-qualitative method based on literature studies with Green Economy theory analysis. The results show three findings: the Korean Green New Deal functions as a strategic instrument in directing foreign capital flows to the renewable energy, digitalization, and green infrastructure sectors. Special Economic Zones and Free Trade Areas play a significant role in attracting foreign investors by providing fiscal incentives, tax exemptions, and infrastructure support for the development of low-carbon industries. Korea's Green Taxonomy serves as a policy instrument that ensures foreign investment selection is in line with global sustainability standards, so that incoming capital truly contributes to the achievement of carbon emission targets. The government's strategy, combining the Green New Deal, strengthening special economic zones, and implementing the Green Taxonomy, forms an integrated framework to attract green foreign investment while accelerating South Korea's transition to net-zero emissions by 2050.
