Abstract
This study aims to identify the causal factors and forms of community involvement in the
phenomenon of illegal street racing on Ciliwung Street, Blimbing District, Malang City, and to
analyze it from a criminological perspective. In practice, illegal street racing in this area is not
only carried out by racers but is also supported by motorcycle workshops, spectators, and betting
practices that reinforce its existence as a form of street culture. This research employs a qualitative
juridical-criminological method with an empirical approach, conducted through in-depth
interviews with five informants consisting of active racers, former racers, spectators, and
workshop owners, as well as direct field observations at the research site. The findings indicate
that the involvement of illegal street racers is driven by two main factors: internal factors, such as
curiosity, the desire for social recognition, and the pursuit of adrenaline; and external factors,
including peer influence, the support of modification workshops, and weak social control within
the community. This phenomenon reflects a process of learning deviant behavior as explained by
Edwin H. Sutherland’s Differential Association Theory, which posits that deviant values and
norms are learned through social interaction. The study concludes that illegal street racing on
Ciliwung Street is not merely a violation of traffic law but also a manifestation of a youth
subculture seeking identity and social recognition. Therefore, countermeasures should not be
limited to repressive actions, but should also include educational and participatory approaches,
such as providing legal racing facilities and strengthening the development of local automotive
communities.
