Abstract

This study analyzes the process of renegotiation of the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) in the manufacturing sector using the perspective of Robert D. Putnam's Two-Level Games theory. The focus of this research is to understand how international trade agreements are formed through the interaction between the negotiation process at the international level (level I) and domestic political dynamics (level II). The method used is qualitative-explanatory with data collection through literature studies, official government documents, academic publications, and media reports. The results of the study show that the success of the IA-CEPA renegotiation is determined by the synergy between international diplomacy and the management of domestic interests. At the international level, the two countries achieved a win-set in the form of tariff elimination, regulation of Rules of Origin, increased investment access, and the implementation of the Economic Cooperation Program. At the domestic level, these results were strengthened through the support of the House of Representatives of the Republic of Indonesia, manufacturing industry associations, and technical ministries which were then legalized through Law No. 1 of 2020 and further regulated in Trade Regulation No. 63 of 2020. After implementation, IA-CEPA has been proven to encourage an increase in exports of Indonesian manufactured products, especially in textile commodities, wood pulp, and natural fiber-based products.
