Abstract

Domestic violence (KDRT) against children is a violation of human rights that causes serious physical and psychological impacts. The Office of Women’s Empowerment and Child Protection (DP3A) plays a strategic role in providing legal protection and recovery assistance for child victims of violence. This study aims to analyze how DP3A of Lamongan Regency implements legal protection for child victims of domestic violence and what obstacles are faced by DP3A of Malang Regency in providing such protection. The research uses a juridical-sociological approach with a descriptive-analytical method, utilizing both primary and secondary data. The results show that DP3A Lamongan has implemented comprehensive child protection efforts through preventive, curative, and rehabilitative measures. The protection includes maintaining the confidentiality of victims’ identities, providing safe houses (shelters), and offering psychological, medical, and legal assistance in collaboration with police, hospitals, social institutions, and legal aid organizations. Meanwhile, DP3A Lamongan faces several obstacles, limited law enforcement personnel and facilities, and societal and cultural factors that still regard domestic violence as a private matter. Thus, this study concludes that the effectiveness of child protection against domestic violence depends not only on the existence of legal norms but also on social awareness, cultural support, and the institutional capacity of local governments to realize the principle of the best interest of the child.
