Abstract
With the continuously increasing population, Batu City continues to be a place of violence against women. Since 2020 until 2023, there have been 34 incidents of violence against women. Batu Mayor Regulation Number 72 of 2016 on Women's Empowerment and Child Protection in Batu City was created to address the increase in violence against women in Batu City. This regulation is expected to enhance women's empowerment and reduce the level of violence they may experience.
This research uses a qualitative descriptive method and draws phenomena from field case studies. The purpose of using this case study approach is for researchers to investigate a social condition to gain insights (knowledge) about the processes that explain how a particular situation unfolds or occurs. In the context of this research, the empowerment carried out is related to that situation.
The research results show that the DP3AP2KB of Batu City has implemented various women's empowerment programs quite well, as indicated by four main indicators: increased productivity of women, a sufficient number of empowerment services, responsive services, and alignment between programs and applicable regulations. DP3AP2KB can provide job and entrepreneurship skills training, counseling and legal protection for women and children, and legal and psychological assistance for victims of violence. Among the results achieved are increased participation of women in decision-making and work roles within families and social environments, improved economic welfare of households, and heightened awareness of gender equality and women's rights.
