Abstract
Sexual violence is a widespread issue that has serious impacts on victims and society. In Pasuruan City, cases of sexual violence show fluctuations with numbers still relatively high compared to other regions in East Java. Contributing factors include low education and understanding of sexuality, economic conditions, dysfunctional family environments, easy access to pornographic content, weak social supervision, and a strong patriarchal culture. Case handling at the Pasuruan City Police faces various challenges such as limited personnel, lack of specialized training, inadequate facilities, and poor coordination among related institutions. This study aims to analyze the efforts of the Police in addressing sexual violence and the obstacles faced, while also providing recommendations to improve the effectiveness of law enforcement and victim protection. The results are expected to contribute to the development of a more responsive criminal justice system and a safer, more just society.
