FASILITASI SEKRETARIAT DPRD DALAM PENYUSUNAN RAPERDA INISIATIF DPRD (Studi di Sekertariat DPRD Kota Surabaya Tahun Anggaran 2022)

This study focuses on the Facilitation of the DPRD Secretariat in the Preparation of the DPRD Initiative Draft Regional Regulation for the 2022 Fiscal Year, with data collection techniques using observation, interviews and documentation. The location of this study is the Surabaya City DPRD Secretariat with the address Jl. Yos Sudarso No.18 - 22, Embong Kaliasin, Kec. Genteng, Surabaya, Jawa Timur 60272.

Data analysis consists of three activity flows, namely data reduction, data presentation and drawing conclusions / data verification. The results of the study indicate that the facilitation of the Surabaya City DPRD Secretariat to support the process of preparing the DPRD Initiative Draft Regional Regulation for the 2022 Fiscal Year, namely: Preparation of a Special Committee Team, which is formed by the DPRD to conduct a more in-depth investigation of an issue or problem that requires further investigation and discussion before becoming the basis for preparing the initiative Draft Regional Regulation. The preparation of the plan to form a regional regulation is divided into two, namely the executive draft regional regulation and the initiative draft regional regulation.

The steps for preparing the DPRD initiative draft regional regulation for the 2022 Fiscal Year, namely the Preparation of the Agenda, in this case are sufficient regarding 1) Duplication of the Draft Regional Regulation, 2) Facilitation of the completeness of the administration of the proposers, 3) Facilitation of the submission of the draft regional regulation shows the process carried out by the Legal and Human Rights Bureau to provide recommendations for the results of the facilitation. This facilitation is carried out with related agencies, 4) Coordination with the DPRD leadership regarding the implementation of the initiative draft regional regulation meeting 5) Documentation of the DPRD secretariat in the form of a copy in the form of a signature in the legal section of the City Government, namely the regional secretariat from the signature of the mayor. The legal section is the section that carries out documentation and is the DPRD's completeness in the process of drafting regional regulations.
