Abstract
This study discusses the health diplomacy conducted by China and Japan in Indonesia during the
COVID-19 pandemic period from 2020 to 2023. The pandemic that hit Indonesia posed a major challenge to the health sector, making international cooperation very important. China used a bilateral
approach through the Health Silk Road initiative, providing medical equipment, vaccines, and
investment in health production and technology in Indonesia. Japan used a bilateral and multilateral approach through ODA, JICA, and cooperation with international organizations to provide supportin the form of grants, vaccines, advanced medical equipment, and training for health human resources. This
study used a qualitative descriptive method with an analysis of the various forms of assistance and cooperation that had been established. The results show that China and Japan use health diplomacy as
an instrument to strengthen bilateral relations with different approaches and focuses of assistance, but
both contribute to the handling of the COVID-19 pandemic in Indonesia. This health diplomacy not only helps Indonesia overcome the health crisis but also strengthens the strategic relations of both countries
with Indonesia, emphasizing the importance of health �iplonmacy in international relations during the pandemic.
