Abstract

This research discusses the impact of the Citizenship Amendment Act (CAA) 2019 on the Muslim community in India during the period 2019–2025. The policy sparked controversy because it granted accelerated citizenship to adherents of Hinduism, Sikhism, Buddhism, Jainism, Zoroastrianism, and Christianity from Bangladesh, Afghanistan, and Pakistan, while explicitly excluding Muslims. The method employed in this research is descriptive qualitative with a library research approach. The findings indicate that the CAA 2019 has significant impacts on the Muslim community in India. In the social aspect, the policy triggered social tensions and discrimination in education as well as in public services. In the economic aspect, it reinforced restrictions on Muslim access to economic opportunities and perpetuated structural poverty. In the political aspect, Muslims experienced further marginalization due to the dominance of the Hindutva ideology, as reflected in the declining political representation of Muslims. Meanwhile, in the security aspect, the CAA 2019 created threats to citizenship status, legal uncertainty, and increased repressive actions by state apparatus against the Muslim population.
