IMPLEMENTASI KEBIJAKAN "POKDAKAN" DALAM BUDIDAYA PERIKANAN UNTUK MENINGKATKAN PEREKONOMIAN DI DESA MOJOREJO KOTA BATU

The purpose of this study is to see the implementation of pokdakan
policies in aquaculture to improve the economy in Mojorejo Village, Batu City. As
for the background of this research, the researcher found that fish farming is
carried out by village communities with traditional and individual processes that
have an impact on the level of productivity that is not optimal in carrying out
cultivation. This has made the Ministry of Marine Affairs and Fisheries make a
policy to boost fish farmers at the village and sub-district levels to form Fish
Cultivation Groups (POKDAKAN) to become a forum for assistance and
assistance to fish farmers.
This research method uses qualitative research methods. The techniques
carried out in data collection in this thesis are carried out directly in the field and
in the midst of the community to obtain data from informants by means of in
depth observation and interviews. This study uses data collection techniques
through interviews, so that the informants contained in this thesis are through
interviews with fisheries staff of the Batu City Food Security and Agriculture
Office, Batu City fisheries extension officers, Heads of Fish Farming Groups,
Mojorejo Village Heads and Mojorejo Village Government Service Heads.
Based on the results of research related to the implementation of the
pokdakan policy in Mojorejo Village from standards and objectives, it has
increased productivity in cultivation. Relationships between organizations are well
underway to help policy implementation. Characteristics of organizations that
accept this policy and know the impact of the pokdakan policy. Social, political,
and economic conditions that support each other to implement policies. The
disposition of implementers who coordinate with each other to facilitate the
division of tasks and receive information. However, there are obstacles that have
not run optimally in resources, especially group members who are still not
interested and serious in implementing the pokdakan policy.
