Abstract
This research explains Russian public diplomacy in opposing Western narratives and strengthening influence in Europe and the Middle East. The purpose of this study is to find out the public diplomacy carried out by Russia in dealing with global geopolitical changes and opposing the dominance of the western narrative which has long dominated. This study uses the theory of Leonard Mark by using three stages of public diplomacy including: News Management, Strategic Communication and Relationship Building. In addition, this research also uses qualitative methods using a descriptive approach and using data collection techniques through library research or literature studies. The results obtained from this study indicate the lack of public diplomacy efforts implemented by Russia so that it has not been optimal in challenging the western narrative which has long dominated, especially in the European.
