Abstract
Indonesia faces high import dependency, impacting trade deficits, weakening domestic industry competitiveness, and economic vulnerability. In response, the government implemented the Domestic Component Level (TKDN) policy and Making Indonesia 4.0 initiative to promote local component usage in production. This study analyzes TKDN's role in reducing import reliance, particularly in strategic manufacturing sectors (construction, electricity, health), using a descriptive-analytical qualitative approach via observation, document analysis, and interviews. Results indicate significant post-pandemic increases in TKDN value (average 49.28%) and certification (587.54/month), driven by fiscal incentives and the Domestic Product Utilization Program (P3DN). However, policy implementation faces constraints such as technological limitations, low R&D investment, and competition with imported products. In conclusion, TKDN effectively strengthens domestic industrial capacity and reduces import dependency but requires synergistic collaboration between government, industry players, and academia to address structural challenges.
