Abstract
Malang City is one of the regions in Indonesia with a high level of disaster vulnerability, both in terms of natural disasters such as earthquakes, floods, and landslides, as well as non-natural disasters. The high potential risk requires an effective and structured mitigation system to reduce the impact. One of the key efforts made by the local government is the implementation of an Early Warning System (EWS). However, in practice, the implementation of EWS still faces various challenges such as technological limitations, lack of public awareness, and weak inter-agency coordination. These issues underscore the urgency of conducting an in-depth study on the implementation of EWS in Malang City.
This study aims to examine the extent to which the Regional Disaster Management Agency (BPBD) of Malang City implements disaster management through the EWS and to identify the challenges faced in its implementation. This research adopts a qualitative approach using a case study method, which is considered appropriate for exploring phenomena in depth. Data collection techniques include interviews, observations, and documentation, focusing on policies, mitigation efforts, and the involvement of stakeholders in the development and operation of the Early Warning System initiated by BPBD Malang City.
The findings indicate that BPBD Malang City has made several efforts in implementing the EWS, including the formation of a Rapid Response Team (TRC), the provision and maintenance of warning system infrastructure, the utilization of information technology, and the dissemination of disaster preparedness education and training for officers and volunteers. However, several obstacles persist, such as limited budget and human resources, uneven public understanding of disaster preparedness, and suboptimal cross-sectoral coordination. Therefore, institutional strengthening, improved public disaster literacy, and enhanced multi-stakeholder synergy are needed to ensure that the Early Warning System in Malang City operates more effectively, comprehensively, and sustainably.
