Abstract

The increasing rate of recidivism among drug-addicted inmates has become a major concern within the Indonesian correctional system. The repeated criminal behavior after serving a sentence indicates the ineffectiveness of the current rehabilitation programs. This study aims to examine the juridical and sociological aspects of the rehabilitation system implemented for drug-addicted recidivist inmates at the Class II A Narcotics Correctional Institution in Pamekasan and to identify the main obstacles in its application. This research employs an empirical method with a juridical-sociological approach and uses qualitative data analysis. Data were collected through interviews, observations, and document review. The analytical framework is based on Lawrence M. Friedman's theory of legal effectiveness, which includes three components: legal structure, legal substance, and legal culture. The findings reveal that the rehabilitation programs include personality development and life skills training, such as Therapeutic Community, Drill Training, and individual counseling. However, the implementation is hindered by limited personnel, inmate resistance, and a lack of policy integration between institutions. This study recommends strengthening institutional capacity, improving the competence of correctional staff, and applying a more adaptive and participatory rehabilitation approach for recidivist inmates to reduce relapse rates and support sustainable social reintegration.
