Abstract

The rapid advancement of information and communication technology has given rise to various digital platforms, including Instagram, which has become a space for expression and interaction, especially for influencers. However, alongside these conveniences, there has been a significant increase in threats such as cyber harassment. Influencers, as public figures in the digital world, are often targeted by such acts, including threats, hate speech, defamation, and the dissemination of harmful content. This thesis aims to examine the legal protection afforded to influencers as victims of cyber harassment and to analyze the effectiveness of law enforcement in Indonesia. This research employs a normative juridical method with a statutory and case approach. Data is obtained through literature review of relevant legislation such as Law Number 11 of 2008 on Electronic Information and Transactions (ITE Law), as amended by Law Number 19 of 2016, and the Indonesian Criminal Code (KUHP). The findings indicate that although legal protection for victims of cyber harassment is normatively available, its implementation in practice faces several challenges, including limited understanding among law enforcement officers, the lack of specific regulations that explicitly protect influencers, and complex evidentiary procedures in cyberspace. Therefore, there is an urgent need for legal reform, strengthened reporting mechanisms, and digital literacy education to ensure a sense of security and justice for influencers as citizens entitled to legal protection.
