Abstract

Law enforcement against motor vehicle theft is a form of legal protection
for people who are victims of crime. However, in practice, not all reports of motor
vehicle theft cases can be processed and resolved optimally by law enforcement
officials including the Malang City Police. This research aims to analyze the
factors that hinder law enforcement against motor vehicle theft cases and identify
efforts made by Malang City Police in overcoming these obstacles. This research
uses a sociological juridical approach method with primary data obtained
through interviews with police officers and analysis of police report documents,
and secondary data obtained from literature study. The results showed that there
are several inhibiting factors in handling motor vehicle theft cases, including
limited human resources, lack of evidence, and lack of public participation in
reporting or providing information. In addition, the complexity of the modus
operandi of the perpetrators is also a challenge in itself. To overcome these
obstacles, Malang Police has made various efforts such as increasing patrols in
vulnerable areas, establishing cooperation with the community through the
Siskamling program and utilizing technology in the vehicle tracking system. With
these strategies, it is hoped that the effectiveness of law enforcement can increase
and public trust in the police institution is maintained.
