Abstract

This study aims to analyze the governance of the Bawaslu (Election Supervisory Body) Kabupaten Malang in handling election violations during the 2024 Elections. The primary focus is to examine how Bawaslu fulfills its role in terms of rule-application (supervisory enforcement) and rule-adjudication (violation prosecution) based on existing data and procedures.
The research indicates that Bawaslu Kabupaten Malang, through Gakkumdu, has been effective in identifying, classifying, and processing alleged violations. The handling mechanism involves a structured flow, from receiving reports and internal Gakkumdu deliberations, to referring cases for investigation, prosecution, and trial. Strong internal coordination among Bawaslu, the Police, and the Prosecutor's Office, supported by external coordination with various stakeholders, serves as a fundamental pillar in election law enforcement. However, significant constraints were identified, including budget limitations and the absence of specific regulations governing judicial territorial divisions in Kabupaten Malang, which impact Gakkumdu's operational efficiency.
In conclusion, the governance of Bawaslu Kabupaten Malang in handling 2024 Election violations has proven effective in its functions but requires further support regulatory frameworks. Recommendations proposed include increasing augmenting personnel, strengthening inter-agency collaboration, and refining regulations to ensure a fairer and more transparent election process in the future.
