Abstract
Implementation of the Function of the Village Consultative Body (BPD), obstacles and efforts refer to the process or actions taken by the BPD in carrying out its duties and responsibilities regulated by laws and regulations. This study aims to analyze the implementation of the function of the Village Consultative Body (BPD), obstacles, and efforts according to Article 55 of Law Number 6 of 2014 in Batumarmar District, Pamekasan, East Java. Article 55 of the Village Law itself regulates the role of the BPD in terms of development planning, as well as supervision of the implementation of village policies, and providing input and recommendations to the village head. This study uses a descriptive-qualitative method with sociological legal analysis. with data collection techniques in the form of interviews, observations, and literature studies, with BPD members, village heads, and village communities. Based on the results of the study, it shows that although the BPD has carried out several functions in accordance with the law, there are obstacles in implementing its functions, such as limited human resource capacity, lack of coordination between institutions, and low community participation in village supervision and planning. For this reason, researchers consider it necessary to provide training for BPD members, increase socialization regarding the role and function of BPD to the community, and improve coordination mechanisms between village institutions.
