Abstract

Bullying, or in Indonesian called perunungan, is an aggressive or intimidating act carried out intentionally and repeatedly by a person or group of people against another person, which aims to hurt, either physically or emotionally. The Women's Empowerment and Child Protection Service (DP3A) has an important role in providing protection for children, but there are still many cases of bullying that make children the victims. This is the background to the research with the formulation of the problem of how DP3A Malang Regency provides legal protection for child victims of bullying and what are the obstacles faced by DP3A in providing protection to child victims. The approach method used in this study is a sociological legal approach with a data analysis method of Descriptive Analytical. The types of data used in writing this law are primary and secondary data. Based on the results of the research and discussion, it states that the protection provided by DP3A Malang Regency is in the form of preventive legal protection in the form of socialization, teacher/parent training, anti-bullying campaigns, and the formation of school regulations. Repressive, in the form of legal assistance, free legal aid facilitation, and coordination with law enforcement officers. Curative (rehabilitative), in the form of psychological assistance and medical facilities. Non-penal, in the form of mediation, diversion, and home visits. Penal, with reporting and prosecution of perpetrators of bullying. Meanwhile, the inhibiting factors faced by DP3A Malang Regency in providing protection are legal factors, law enforcement, infrastructure, society and cultural factors.
