Abstract
Modernization has driven significant changes across various sectors,
including government institutions. One major change is the implementation of
technology in public services, which requires employee readiness and competence.
This study aims to analyze the influence of change management on employee
performance, with readiness for change and organizational culture as intervening
variables. The research was conducted in village offices (kelurahan) across Batu
District. Identified issues include low employee readiness, suboptimal application
implementation, and an organizational culture that does not yet support change.
Using a quantitative approach and path analysis, the results show that change
management has a positive influence on employee performance, both directly and
through readiness for change and organizational culture. These findings highlight the
importance of individual readiness and an adaptive organizational culture in
supporting the digital transformation of public services. This study offers strategic
insights for government institutions in improving the quality of administrative
services.
