Abstract

Tourism is one of the sectors with great potential to enhance regional economic growth, especially in Indonesia, which is rich in natural beauty and cultural heritage. Tengket Beach, located in Sepulu District, Bangkalan Regency, Madura, is the object of this research. The low level of education and technical training possessed by human resources or managers affects the quality of destination management and the lack of adequate facilities at the beach. The strategy for tourism development at coastal destinations based on local communities aims to improve the regional economy and create economic equity, as well as to preserve the local culture and environment. The Race Between Education and Technology Theory serves as the grand theory, and the research applies a descriptive qualitative approach with a case study type. The data collection techniques used include: In-depth Interviews, Participatory Observation, and Documentation. The data analysis technique used is the Miles and Huberman model, which includes the stages of Data Reduction, Data Display, and Drawing Conclusions. The sample in this research is based on information from 4 informants consisting of managers, workers, and traders from the beach. The conclusion of this study shows that the digital transformation in the community is uneven, resulting in inadequate utilization of technology for tourism promotion and transactions, such as the use of social media and digital payment systems (QRIS). An integrative approach through the application of The Race Between Education and Technology Theory, Community-Based Tourism Management Theory, and Human Relations Management in Tourism Theory has proven to provide a comprehensive strategic framework. These three theories complement each other in addressing the main problems in developing tourism at Tengket Beach. The Race Between Education and Technology Theory emphasizes the competition between technological development and the need for education to keep up with it; the Community-Based Tourism Management Theory provides the basis for sustainable, community-based tourism management; and the Human Relations Management in Tourism Theory guides how human interactions should be built among tourism actors.
