Penerapan Responsibility To Protect Uni Eropa Dalam Merespon Konflik Rusia –Ukraina Tahun 2022

The European Union is an area where all member states have experienced the issue of refugees or asylum seekers for a long time. This prompted the European Union to establish a joint asylum mechanism, namely the common european asylum system as a
guideline for member states in responding to refugees or asylum seekers entering the European Union. In the case study taken by the author, the system with the enactment of the temporary protection directive emphasizes humanitarian assistance in the form of human rights protection for each individual Ukrainian community who fled their home country to seek protection in the European Union, especially Romania as a transit city and Poland as the largest recipient country of Ukrainian refugees. This protection mechanism emphasizes the protection of individual human rights without using aspects of violence such as the military, so that it is said to be the application of the responsibility to protect in European Union friends.
This research is descriptive-qualitative with literature study data collection techniques such as books, research journals and online sources. The results of this study indicate that the application of the common european asylum system through the activation of the temporary protection directive to refugees or asylum seekers of Ukrainian civil society as a result of Ukraine's war with Russia is a form of implementation of the responsibility to protect that protects or restores their human rights in the territory of the European Union. The form of implementation can be seen from the outline of the concept and the pillars in it. So that the efforts of the European Union in providing humanitarian assistance in the form of human rights protection can be seen through the lens of responsibility to protect.
