Analisis Yurisdiksi Universal Terhadap Kedudukan Surat Perintah Penangkapan Presiden Rusia Ditinjau dari Hukum Internasional

This research to analyze the Universal Jurisdiction on the Position of the Russian President's Arrest Warrant Based on the Principles of International Law of the 1998 Rome Statute so that this study was conducted to find out this. The method used in this study is a normative juridical research method where this journal examines the concepts and principles of Universal or ius cogens, theories of war law and legislation as well as the opinions of existing legal experts, regarding the Universal Jurisdiction on the Position of the Russian President's Arrest Warrant Based on the Principles of International Law of the 1998 Rome Statute. As well as using a Conceptual Approach where the material is obtained from literature such as books, journals, articles and so on that discuss the problems of this research. The ICC (International Criminal Court) is an International Criminal Court established through the 1998 Rome Statute in The Hague, Netherlands. In its Jurisdiction, the ICC can only try countries that recognize its Jurisdiction based on the 1998 Rome Statute outside its jurisdiction the ICC does not have the right to try. With this in mind, the problems raised in this research are as follows: 1. How is the legalization related to the arrest warrant for Russian President Vladimir Putin on the basis that the Russian State has not ratified the 1998 Rome Statute, does Universal Jurisdiction still apply to non-state parties?
