PENEMPATAN NARAPIDANA RESIDIVIS DI LEMBAGA PEMASYARAKATAN KELAS I KOTA MALANG

The placement of recidivist inmates remains a critical challenge within the correctional system, considering their high potential for reoffending and complex rehabilitation needs. This study aims to analyze the implementation of inmate placement policies at Class I Correctional Facility in Malang, based on risk and needs assessment, focusing on classification by age, gender, and other relevant considerations. The research uses an empirical juridical approach through interviews and document analysis. The findings reveal that placement decisions have not been fully guided by structured and integrated assessments and face several implementation constraints. Current policies have yet to effectively focus on recidivists as a group requiring specific treatment. Therefore, reform in classification systems and assessment practices is necessary to improve rehabilitation outcomes and reduce recidivism.
