Abstract

The purpose of this study is to determine how the Ministry of National Development Planning (Bappenas) designed the process of preparing a food estate master plan, through coordination with various stakeholders. In addition, identifying challenges and their impact on food estate development planning. Indonesia as an agrarian country is only able to contribute 12.28% of the agricultural sector to the national economy. This is the impact of the condition of food security in Indonesia which is categorized as a vulnerable area, poor resilience of Indonesia's natural resources, and uneven food distribution. So the need to revitalize Indonesian agriculture through a sustainable agricultural productivity improvement program, in this case the Jokowi Government initiated the Food Estate Program to become a high priority and large-scale Program Strategis Nasional (PSN) in Indonesia.
This research method uses descriptive qualitative research methods by providing an explanation of the objects and subjects studied. The data collection technique comes from primary data sources carried out in the field at the Ministry of Development Planning / Bappenas Building to conduct interviews or direct observations. In addition, using secondary data by collecting data through documents and news pages such as the Food Estate Master Plan, RPJMN 2020-2024, and RKP 2021 documents originating from the Bappenas library and the Ministry's website.
The results showed that the stages in Food Estate Development Planning include a review of the situation, estimates of future conditions, setting development targets, identifying work programs, analyzing development risk management, then preparing a Food Estate development work program. Bappenas uses the Thematic Holistic Integrative and Spatial (THIS) approach to ensure the integration of stakeholders and funding in a unified area. The participation of various Institutions and Ministries in planning ensures that every aspect of Food Estate development, from upstream to downstream can be managed optimally. However, the involvement of every stakeholder from Ministries, Institutions, Local Governments, Farmers, and NGOs has not been maximized due to challenges in the preparation process.
