Abstract

This research discusses the effectiveness of the United Nations High Commissioner for Refugees (UNHCR) in handling Rohingya refugees in Indonesia with a qualitative analytical descriptive approach and secondary data from journals, books, reports, and online sources. Using the theory of effectiveness of international organizations and the concept of refugees to understand the issues studied. Based on the three dimensions of the theory, UNHCR shows a number of achievements but has not been fully effective. It can be seen from the suboptimal resettlement program in the output aspect. In the outcome aspect, repatriation, resettlement, economic, and education programs are still limited in their achievements. On impact, in general, it has contributed to the protection and fulfillment of basic needs. Obstacles or factors that affect UNHCR's effectiveness also appear in contextual variables, such as the situation of the country of origin, Indonesian policies, social conditions, and countries of asylum. While in structural variables, obstacles are seen in aspects of regime embeddedness, organizational structure, and availability of resources. Therefore, UNHCR cannot yet be considered effective in handling Rohingya refugees in Indonesia, as it faces both external and internal challenges.
