Abstract
This research aims to analyze the implementation of the Clean, Healthy, and Sustainable Village/Subdistrict Competition (Berseri) by the East Java Provincial Environmental Agency as an innovation in community-based waste management. The focus of this research includes the implementation of the Berseri program,
viewed from the execution process, analyzing aspects related to positioning, resources, and organizational structure. This research uses a descriptive qualitative method, where data collection techniques are conducted through interviews, observations, and document analysis obtained from the East Java Provincial
Environmental Agency. The information provided was obtained from primary sources, namely the head of the waste and hazardous waste management section, the waste management section (the village/urban village Berseri evaluation team), and the village community participating in the Berseri program. Data analysis
consisted of data reduction, data presentation, and drawing conclusions.
The results of the research show that this program has successfully increased
environmental awareness in several villages/sub-districts, as evidenced by the
increase in the number of program participants year after year. Several success
indicators include waste management based on sorting, organic management
through composting, the establishment of waste banks, and the application of the
3R principle. The implementation of the village/series program in waste management in East Java has been carried out well. Where every year, waste management and handling show improvement, as well as the villages/sub-districts that join the berseri program, which also experience annual increases. However, there are several challenges, such as the less than optimal participation of the community in the implementation of this program. In addition, the human resources implementing the program still require further training and development. There are also obstacles in the use of technology that make the implementation of the program less efficient.
