Abstract
Land registration is seen as a way to provide legal certainty in accordance with Article 19 Paragraph (1) of the Basic Agrarian Law regarding control and ownership of land. In addition, land registration is one way to build a land database that is very much needed in implementing land management, therefore in 2016 the Complete Systematic Land Registration (PTSL) program began. This study aims to determine how the implementation of Complete Systematic Land Registration (PTSL) in Malang City and what problems exist in the implementation of Complete Systematic Land Registration (PTSL) in Malang City. The research method used in this study is qualitative legal research with an empirical approach. The data sources come from primary data obtained through interviews and documentation, as well as secondary data in the form of primary legal materials, secondary legal materials. The results of the study indicate that First, the Implementation of Complete Systematic Land Registration (PTSL) in Malang City goes through several stages, namely Location Determination, Preparation, Formation and Determination of the PTSL Adjudication Committee and Task Force (Satgas), Counseling, Collection of Physical Data and Legal Data, Research on Physical Data and Legal Data, Announcement of Physical Data and Legal Data and Approval, Completion of Activities, Confirmation of Conversion, Recognition of Rights and Granting of Rights, Bookkeeping of Rights, Issuance of Certificates, Documentation and Submission of Activity Results and Reporting. Second, the problems that occur in the process of Complete Systematic Land Registration (PTSL) in Malang City are: There is a gap (distance) or overlap (overlap) in digital land mapping, low public understanding of the importance of making certificates, lack of readiness of human resources in several areas in the use of electronic certificates.
